New Hampshire’s state Senate has just passed a right-to-work law, which would forbid employers from making union membership a condition of employment. The two-thirds vote in favor of the bill (16 to 8) would be enough to overcome an expected veto from Democratic Gov. John Lynch, but the state House’s 221-131 vote in favor of the law did not provide the needed two-thirds margin. They would need to pick up about 14 votes for the Senate version of the bill (which is different), to make it law.
