An entire generation of Americans has grown up taking off their shoes at airport security, walking past concrete barriers outside government buildings, and living with a vast national security and surveillance apparatus built to prevent another terrorist attack.

Many of them cannot remember the reason those systems are in place, or a time without the Department of Homeland Security or the Transportation Security Administration
