At the same time Jermaine and Randy Jackson and hordes of reporters were dining at Neyla in Georgetown Tuesday night, Vice President Joe Biden and his wife Jill chose a spot that was, most likely, more quiet. They were eating a block away at Cafe Milano on Prospect Street.
