Arizona governor signs bill limiting abortion access

Arizona GOP Gov. Doug Ducey signed a law Wednesday banning abortions outside medical emergencies after 15 weeks.

The state is the latest to join Texas and Idaho in strengthening its abortion laws in anticipation of the Supreme Court’s decision on Mississippi’s law, after which Arizona’s bill is modeled.

“We also affirmed Arizona’s commitment to protecting the lives of preborn children with the signing of S.B. 1164,” Ducey tweeted Wednesday. “We hope that the U.S Supreme Court will uphold a similar Mississippi law in the upcoming weeks.”

“Importantly, as the second trimester progresses, in the vast majority of uncomplicated pregnancies, the maternal health risks of undergoing an abortion are greater than the risks of carrying a pregnancy to term,” the law reads. It goes on to cite pelvic infections, hemorrhages, and blood clots as among the health risks.

Texas and Idaho’s laws are notably stricter, banning abortions after six weeks. As a result, they have been nicknamed “heartbeat” laws, as a pulse is first detected at six weeks. Idaho makes an exception for pregnancies as a result of rape or incest, while Texas does not. Both states allow for lawsuits against abortion clinics.

Arizona will also charge physicians who violate the law with a felony, though the mother would be immune from prosecution.
