A group of technology experts, members of Congress and soldiers set up camp between the Capitol and the National Botanic Garden to push that most primitive of electronic communications: amateur or ham radio.

Reps. Roscoe Bartlett, R-Md., and Mike Ross, D-Ark., who have written legislation to push ham radio, argue that within eight hours of an emergency, amateur radio experts could set up a communications network.
To that end, staff from the Military Affiliate Radio System set up copper-wire transmitters and talked to other ham-sters around the country. Bartlett, by chance, even talked to someone from Savage, Md.
