Turns out that stiff arm on Reggie Bush‘s Heisman was directed at his former school. Perhaps indirectly — but there is no doubt this mess started with him.
And if there wasn’t arrogance and hubris involved, it could have been avoided by him as well, as the Web site SPORTSbyBROOKS points out. The reason this situation evolved is because he accepted hundreds of thousands of dollars from two men with a marketing company who clearly hoped to land Bush as a client. He never signed with them.

Apparently, he only offered to repay $100,000. That wasn’t good enough for these men, who then leaked the story to Yahoo! Sports. Eventually, this led to the Pac-10 investigating the matter. Eventually, Bush filed an extortion claim. That led to federal investigators being involved. That led to this current mess.
Once upon a time, USC’s fans, deservingly, loved Bush. Now that the penalties and his involvement are clear, we have to wonder: How much do they like him now?
