A new battle over a home built without permits on the Magothy River?s Little Island has begun in the Anne Arundel County Court of Appeals.

Daryl Wagner built the 3,267-square-foot, two-story house ? complete with a fake lighthouse and fake palm trees ? in 2004. He owned the land but failed to apply for the proper permits, according to the county.
