Gen. Tod Wolters, the head of U.S. European Command, admitted that the Biden administration’s attempts to deter a Russian invasion of Ukraine did not work.

Wolters, who testified in front of the House Armed Services Committee on Wednesday along with Dr. Celeste Wallander, the assistant secretary of defense for international security affairs, provided committee members with an updated overview of the situation in Ukraine and its overarching effect on the United States and NATO itself.
